Yes you can. Herpes is not transmitted in water in any case, certainly not the kind that fill the pools and spas to. Chlorine used for water and clean areas that look to be disinfected. I'm not sure what you want.
You can not catch herpes from the swimming pool or spa. Herpes is spread through skin contact with the skin. Swim without worry.
If you have genital herpes, I think it is possible that something in the water can trigger an outbreak. Never heard of it, but I think that is possible. If you find that you have a house if you go swimming, then I reduce my swimming.
